“告”的上半到底画的是什么，学界有两种说法：多数学者依《说文》把它看作牛角、牛头，下面配“口”；也有学者指出它和“屮”（小草、树枝）同形，是插在地上的枝条，和牛无关。目前“牛加口”一说较通行，所以这里标为较可能的解释。不论上半怎么读，下面那个“口”都很稳定，是认字的抓手。

Scholars read the upper half two ways. Most follow 說文 and see an ox head with its horns above a mouth 口; others point out that the same shape serves as 屮, a sprig or peg stuck in the ground, and has nothing to do with oxen. The ox reading leads, so the badge here says "probable". Either way the 口 underneath is constant and is the feature to look for.
