A hand plus a straight rod — that much of the picture is not argued. What the rod is, is. One reading makes it a staff of office, so the man holding it is the one charged with getting things done; another makes it a writing rod, since 尹 and 聿 (a hand holding a brush) sit close together, and the man holding it keeps the record. Both readings work, and the shape alone cannot decide between them. On the bones 尹 is an office: 多尹, the several 尹, appears often, and so does 族尹; the name 伊尹 carries it too. It is a standing in the king's service, not a kinship word. 說文 says “尹 is to govern; from a hand and a stroke, the one who has a grip on affairs”, and that grip comes straight from the hand in the graph.
