帚 draws a broom, and about that there is no doubt. What matters is the use: written alone in front of a name, 帚 stands for the word later written 婦 and is the title of a woman of the king's household — the best known is 帚好, Fu Hao. The divinations ask about her childbearing, her illness, her going out with troops, and whether offerings should be made to her: it is a title with standing at court, and it should not be read as the modern word for “wife”. The fuller writing adds a kneeling woman beside the broom, and the bones use both. 說文 explains it as “to sweep away, from a hand holding a cloth sweeping inside an enclosure”, which is a reading of the seal shape — there is no hand in the oracle-bone graph.
