The ear is an outline with a second curve coiled inside it for the whorl; the mouth is an open box. Someone speaks indoors and someone listens — this room is where hearings are held.

The ear is the same as the standalone 耳, the mouth the same as 口, and the roof is 宀: all three are recognisable. The disagreement is over which later character this should be transcribed as. 甲骨文編 files it under 廳, the hall where business is heard; the same shape is also read as 聽, which makes it the act of listening indoors rather than the room itself. Both readings use one picture — one lands on a place, the other on an action. 說文 has no headword 廳 at all; it carries 聽. The seal panel here is therefore our own continuation of the bone's own arrangement, not a copy of an attested small-seal form.
