两只脚（“止”）加一道水，就是人蹚水过河。两只脚一上一下，说明是前后迈步，不是站着不动；水有时横着刻，有时竖着刻，脚就跟着换到两边。《说文》说“徒行厉水也，从沝、从步”，和甲骨文的画法是一路的。

Two feet (止) plus a stream: someone wading across. The feet sit one above the other, which says they are stepping in turn rather than standing still; when the water is cut upright instead of across, the feet move to either bank. 說文 explains it as “to cross water on foot, from 沝 (double water) and 步 (a pace)”, which agrees with the oracle picture.
