淮 is a sound-and-sense graph: 水 carries the meaning — this is a river — while 隹, a short-tailed bird on its own, is there only for its sound. 河 and 洹 are built the same way, water plus a sound part. In the divinations 淮 turns up in records of the king's eastern marches, and it is generally taken to be today's Huai River. Keep it apart from 洹: both are water plus something, but 洹 has coiling lines on the right and 淮 has a head, a body and a short tail — a bird.
