“正”是“止”加一座城：“止”就是脚，卜辞里凡与走路有关的字多半带它；上面那一圈是城墙围起来的聚落，和“邑”上半截同形。合起来是朝某座城走过去，卜辞里就用这个字写后来的“征”，问王要不要往某个方国去。城圈后来写扁，成了一道横，《说文》看到的已经是这一道横，所以讲成“从止，一以止”，那是就小篆说的。

正 is 止 with a town set above it. 止 is the foot, and nearly every word about walking carries it; the ring above is a settlement inside its wall, the same shape that tops 邑. Together they say: walking toward that town. The divinations use this graph for the later 征, asking whether the king should march on one borderland polity or another. The ring later flattened into a single bar, and it is that bar 說文 was looking at when it explained the character as “from 止, with 一 to stop it” — a reading of the seal form, not of the bone.
