“邑”上面的方框是围起来的城墙（囗），下面是一个跪坐的人（卩）。城墙加人，就是“有人住的城”。它和“令”都带跪坐的人形，区别在上面：“邑”上面是闭合的方框，“令”上面是张开的屋顶形。

The box on top of 邑 is an enclosing wall (囗) and below it is a kneeling figure (卩): a wall with people inside it. Both 邑 and 令 carry the kneeling figure; the difference is above — 邑 has a closed box, 令 an open roof shape.
