“令”下面是跪坐的人（卩），上面是“亼”。“亼”画的是什么，学界说法不一：较通行的一说是倒过来的“口”，上面的人在说话、下面的人跪着听命；另一说认为它是屋顶或钟铃一类的东西，人跪在它下面受命。两说对字义的理解一致，对图形的解释不同，所以这里标为“较可能”。和“邑”相比，“令”上面是张开的，不封口。

Below 令 is the kneeling figure (卩); above it is 亼. What 亼 draws is not agreed: the commoner reading is an inverted 口, a mouth speaking down to the kneeler; the other takes it for a roof or a bell under which the order is received. The two agree on the meaning but not on the picture, so this is marked probable. Against 邑, the top of 令 stays open.
