“步”就是两个“止”（脚印）上下相叠，表示走出一步。和“止”相比，它多出一个脚印；和“出”“各”相比，它下面没有那个洞口。《说文》说“从止，𣥂相背”，讲的是小篆的样子——那时下面那个脚印已经倒过来写了；甲骨文里两个脚印还是同一个方向。

步 is two 止 (footprints) stacked one above the other: one pace taken. Next to 止 it has one footprint more; next to 出 and 各 it has no pit under it. 說文 describes the seal form, where the lower print has been turned upside down, but in the oracle bone script both prints still face the same way.
