The right half is 直: an eye with one straight stroke, saying that the looking does not slant. The left half, 彳, is a road. Together: to look straight while going along the road. How the word is to be read on the bones is unsettled — some take it as 循 or 巡, going along and inspecting, and some read it as 德 outright. What matters is that the graph carries no 心: the heart was added only in Western Zhou bronze writing. It is the form with the heart that 說文 is describing when it says “德 is 升, to rise; from 彳 with 悳 as the phonetic”, and it is that later form which carries the moral sense. The Shang character draws a road and an eye, and no more.
