“雀”是“小”加“隹”：下面是短尾巴的鸟“隹”，上面三笔就是“小”。它不画某一种鸟的样子，而是用两个部件拼出“小鸟”的意思。《说文》说雀是“依人小鸟”，就是常在屋檐下的麻雀。

雀 is 小 over 隹: the short-tailed bird 隹 below, the three strokes of 小 above. It does not picture one particular bird — it spells out “small bird” from two parts. 說文 calls 雀 “the small bird that lives beside people”, the sparrow under the eaves.
