“牧”左边是“牛”，右边是“攴”——一只手拿着树枝。合起来就是拿枝条赶牛，也就是放牧。《说文》说“牧，养牛人也”，从攴、从牛，和甲骨文的写法完全对得上。

牧 is 牛 on the left and 攴 on the right — a hand holding a switch. Together: driving cattle with a stick, which is what herding is. 說文 says “牧 is the man who keeps the cattle” and analyses it as 攴 plus 牛, exactly what the oracle graph shows.
