Above is 止, a foot; below is 人, a person. The foot does not grow out of the head — it is drawn ahead of the person, because in the oracle script above and below can also mean in front and behind. Set it against 步: 步 has two feet, one after the other, walking. 先 has one foot, and a person under it. In the divinations 先 belongs to 先王 and 先妣, the kings and royal women who have gone before and now receive offerings; it is also used as a verb, that someone goes on ahead. 說文 says “先 is to advance; from 儿 and 之”, reading the foot as 之 — still a going forward.
