御 puts two parts together: a kneeling person (卩) and a cord with a knot in it (午). The older account reads that as holding the reins, which gives “to drive”; 季旭昇 and others take 午 for the original graph behind 杵 “pestle” and the picture for someone kneeling at work with one, the original sense being “to manage” — reference works such as 漢語多功能字庫 put that reading first. The reins account is the more widely circulated one and both are still held, so the picture is graded “probable”. The two parts swap sides freely, and both orders occur. One more thing worth knowing: in divination records this graph very often writes 禦, the rite for warding off harm, so the reading depends on the sentence.
