外面是“口”，口的上缘再添一道短横，一般认为是指示话音出口的记号。和“言”比一比：“言”从口里伸出长长的舌形，“曰”只在口上添一笔。《说文》说它“象口气出也”。

The frame is 口 (mouth) with one short bar added above its rim, generally taken as a pointing mark for the breath of speech leaving the mouth. Compare 言, where a long tongue rises out of the mouth; 曰 adds only the one stroke. 說文 describes it as 象口气出也, 'a picture of breath leaving the mouth'.
