This is the hardest character in the chapter, and it takes three statements to be fair to it. First, 甲骨文編 files this shape under 邍, high level open country — the word later written 原 — and that is the received reading. Second, 說文, describing the seal form, says “邍 is high level wild ground, ground people climb; from 辵, 备 and 彔, 闕” — it gives the sense, but where the construction should be explained it writes 闕, “left blank”, admitting it cannot say; the earliest dictionary we can reach had already given up. Third, the bone form carries no 辵, the walking element, at all; that is added only in the bronze and seal forms. Identifying the bone graph with the later 邍 therefore rests on the bronze shapes and on the sound, not on this picture. What the upper piece and the lower piece each stand for has no answer that everyone accepts.
