The downturned foot on top is the same element that sits on top of 各: toes pointing down for something arriving from outside, coming down. Below it is 人, a person. Together: something descends and lands on a man, which is 咎, calamity overhead. How to read that foot is argued two ways. One takes the bone form as simply 人 with a descending foot and nothing else; the other reads it through 說文 — “咎 is disaster; it follows 人 and 各, and 各 is two things at odds” — treating the whole upper half as 各. The difference is whether a 口 belongs up there: the bone spellings mostly have none and the seal form does, so 說文 is describing the later shape. What is drawn is clear and the account is not settled, so the badge here says probable. The character is not common on the bones — 《甲骨文編》 collects only eleven forms of it, fewer than for 尤 — and when the divinations speak of harm they more often write 祟 or 尤.
