“伐”是“人”加“戈”的会意字，戈刃正对着人的颈部。卜辞里它既指出兵讨伐，也指一种用人牲的祭祀，字形把这层意思画得很直接。和单写的“戈”相比，“伐”一定多出一个人形。

伐 is 人 plus 戈, with the blade at the person's neck. In the divination records it means both 'to campaign against' and a sacrificial rite, and the picture states that plainly. Next to a plain 戈, 伐 always has a human figure as well.
