Count the peaks: 山 has three, 丘 has only two, so what is drawn is a low mound rather than a mountain. The ground line is usually cut in, though some forms leave it out. 說文 analyses 丘 as “from 北 and 一”, but that is a Han-dynasty reading of the seal shape; the oracle graph contains no 北.
